“In the face of a new round of global scientific and technological revolution and industrial change, the ‘new manufacturing’ represented by strategic emerging industries and the ‘new services’ represented by high value-added producer services have become the main position and strategic commanding heights for accelerating the formation of new quality productive forces in China.” Zhang Chunhua believes that “new manufacturing” must have the strong support of “new services” in order to obtain leapfrog development, promote new industrialization, and realize manufacturing power. However, at present, the value-added of producer service industry in China accounts for a low proportion of GDP, and there are few world-class producer service enterprises with international influence, and the ability of the whole global industrial chain to serve emerging industries is still lacking.

For this reason, Zhang Chunhua suggested that the productive service industry be listed as a key industry for national economic development, comprehensively enhance the strategic status of the productive service industry. At the same time, add a major statistical category for the productive service industry at the national level, and introduce a special systematic policy to promote the development and growth of the productive service industry. Formulate a “integration of two industries” development plan and accelerate the cultivation of world-class productive service Chinese brands.

In this year’s Government Work Report, Premier Li Qiang called for the implementation of high-quality development of key industrial chains in the manufacturing industry, focusing on strengthening weak links, extending long links, and forging new ones to enhance the resilience and competitiveness of industrial and supply chains. Zhang Chunhua, who has been working in Guangdong for more than ten years, attaches great importance to the development of manufacturing industry. He pointed out that China’s manufacturing industry has formed a relatively complete industrial system, and the scale of the manufacturing industry has ranked first in the world for 13 consecutive years. However, the key industrial chain of the manufacturing industry still has shortcomings in the aspects of “excellent chain, strong chain, reinforcing chain, stabilizing chain and expanding chain”, so it is suggested to promote the optimization and upgrading of the key industrial chain of the manufacturing industry, consolidate the base of the “excellent chain” and build a modern industrial system with international competitiveness; To empower the “strong chain” and improve the independent innovation level of the key industrial chain; Lay the foundation for “reinforcing the chain”, improve the resilience of industrial chain and supply chain, reduce costs and increase efficiency; Escort the “chain stability”, and help the development of key industrial chains in the manufacturing industry to be stable and long-term; To support “chain expansion” and promote Chinese manufacturing to go global.

In addition, based on the current lack of relevant standards and norms for the development of the satellite communication industry, Zhang Chunhua also suggested that the relevant ministries and commissions of the Ministry of Industry and Information Technology give policy support to qualified satellite enterprises in the application of basic telecommunications business licenses and other aspects to escort the construction of a network power.
